Yes, Coinbase has a current MiCA register entry supervised by CSSF in Luxembourg, dated Jun 2025. Luxembourg’s CSSF authorised Coinbase Luxembourg S.A. as a CASP in June 2025. Article 65 permits the entity to notify authorised services in other EEA states.

Which Coinbase entity serves EU users

Coinbase Luxembourg S.A. holds Coinbase’s MiCA authorisation. Luxembourg’s Commission de Surveillance du Secteur Financier (CSSF) authorised it on 20 June 2025. The ESMA register lists seven services: custody, exchange of crypto-assets for funds, exchange of crypto-assets for other crypto-assets, execution of orders, placing, reception and transmission of orders, and transfers. It does not list the operation of a trading platform, advice or portfolio management. ESMA lists every other EEA state as a host state.

The Luxembourg licence replaced a patchwork of national permissions. Coinbase had earlier held national licences or registrations in Germany, France, Ireland, Italy, the Netherlands and Spain. In June 2021 BaFin made Coinbase Germany GmbH the first firm in Germany authorised for crypto custody.

Coinbase’s Irish fine and other enforcement

On 6 November 2025 the Central Bank of Ireland fined Coinbase Europe Limited 21,464,734 euros and issued a reprimand. The fine followed failures in transaction monitoring under Irish anti-money laundering law between 23 April 2021 and 19 March 2025. The amount included a 30 percent settlement discount. The Irish High Court confirmed the sanctions on 12 January 2026. The case concerned the Irish entity, not the Luxembourg CASP.

Coinbase futures and stablecoins for EU users

MiCA does not cover crypto derivatives, so Coinbase offers them under a separate investment firm licence. Coinbase bought the Cyprus unit of BUX in 2024 and renamed it Coinbase Financial Services Europe. On 9 March 2026 Coinbase launched futures for traders in 26 European countries through Coinbase Advanced, with leverage of up to 10 times.

On 8 October 2026 ESMA said authorised CASPs must stop services in stablecoins that do not comply with MiCA, apart from a time-limited wind-down. A report on 10 October 2026 said Coinbase had made USDT, DAI and several other stablecoins withdraw-only for EEA customers, with 30 October 2026 as the deadline. Remaining balances convert to USDC after that date.

Does MiCA protect my funds on Coinbase?

MiCA applies conduct and disclosure rules to the registered EEA entity for the recorded service. Safeguarding duties depend on which service and entity hold client crypto-assets or funds. Article 75 covers custody liability for attributable loss and caps that liability. MiCA does not provide a deposit guarantee, and crypto-assets can lose value.
