OKX Europe Limited in Sliema, Malta, formerly Okcoin Europe Ltd, holds OKX’s MiCA authorisation. The Malta Financial Services Authority (MFSA) authorised it on 27 January 2025. The ESMA register lists nine of the ten MiCA services, every service except advice: custody, operation of a trading platform, both exchange services, execution of orders, placing, reception and transmission of orders, portfolio management, and transfers. ESMA lists every other EEA state as a host state.
OKX announced passporting to 28 EEA countries on 18 February 2025, for OTC, spot and trading bot services. Iceland and Norway were not on that list, but the current ESMA record includes both. On 16 February 2026 OKX also received a Maltese payment institution licence for OKX Pay and its card.
Malta’s Financial Intelligence Analysis Unit fined Okcoin Europe about 1.1 million euros in April 2025 for anti-money laundering failures that it found in a 2023 examination. In France, the AMF had registered OKX France Technology Company Limited SAS as a digital asset service provider on 12 December 2023. OKX asked to remove that registration on 17 March 2025, and the AMF decided the removal on 28 July 2025. The AMF decision records a voluntary removal, not a sanction.
The report on the Maltese fine also cited a Bloomberg story from March 2025 that EU regulators were looking at OKX’s Web3 service in connection with funds from the Bybit hack. OKX denied that any such probe existed.
MiCA does not cover crypto derivatives. In March 2025 OKX announced that it would buy a Maltese investment firm with a MiFID II licence. On 15 April 2026 it launched X-Perps for users in all 30 EEA states through that entity. X-Perps are futures with a five-year expiry and leverage of up to 10 times, not open-ended perpetual contracts.

Malta’s MFSA granted CASP authorisations to OKX Europe and Foris DAX MT (Crypto.com) in January 2025. They were among the first major global platforms licensed under MiCA.

MiCA applies conduct and disclosure rules to the registered EEA entity for the recorded service. Safeguarding duties depend on which service and entity hold client crypto-assets or funds. Article 75 covers custody liability for attributable loss and caps that liability. MiCA does not provide a deposit guarantee, and crypto-assets can lose value.
